It is the permit that a regulator grants to an operator to offer online gambling: it sets solvency requirements, player protection, and complaint resolution.

The most common licences outside the local market are MGA from Malta, Curaçao, Anjouan, and Kahnawake. They vary in strictness, supervision, and the dispute resolution channel they offer.
How to check it
The licence number appears at the bottom of the operator's website, and you should check it on the register of the issuing regulator. A mentioned licence without a verifiable number is not a licence.
